Policy on Technical Assistance and Other Consultation Services

34CFR Section 361.48 requires the Department for the Blind to develop and maintain current policies covering the nature and scope and the criteria under which each service is provided.

A. Nature and Scope

The Department will provide technical assistance and other consultation services, including conducting market analyses, developing business plans, and otherwise providing resources to the extent those resources are authorized to be provided through the statewide workforce investment system, to eligible individuals who are pursuing self-employment, telecommuting, or operating a small business operation as an employment outcome.

B. Criteria

Individuals who have selected an employment outcome in self-employment, telecommuting or operating a small business operation will be encouraged to utilize the services of the Entrepreneurs With Disabilities program or other small-business consulting groups.

An assessment of an appropriate market analysis and completion of a comprehensive business plan will be in place before further services can be planned for. Choices involving these services will be consistent with the individual’s unique strengths, resources, priorities, concerns, abilities, capabilities, interests, and informed choice.
