~Introduction
The Independent Living chapters address the Department’s delivery of IL services, as administered under Titles VII-B (Part B) and Chapter 2 of the Rehabilitation Act of 1973, as amended. Title VII-B has formal case management requirements. Chapter 2 does not have these requirements, which provides a deal of flexibility and allows a client to receive some limited services.
The IL chapters are intended to assist IL teachers in case management practices and the delivery of quality services.
IL Case Options
An individual who desires IL services can choose to receive limited services or services developed on an Independent Living Rehabilitation Plan (ILRP) or Waiver.
- ILRP or Waiver Case. This option is for
those individuals for whom you will develop a plan for training that is
expected to extend beyond six months and / or for purchasing adaptive aids
and devices. Plans are for those individuals that can identify &
articulate their needs, are able to assist in service planning, and can
endure multiple and variety of training sessions.
- IL Limited Case: Objectives Set - Met. An IL Limited case option is available for those individual who would benefit from a limited number of service visits (two to three visits). You may authorize adaptive aids and devices purchases in Limited cases as well.
VR Services. If during your discussion with the referred individual you determine that vocational potential exists, confer with the IL Supervisor and / or the VR Supervisor. Include your assessment of the individual’s vocational potential in your contact or pending case note. The IL Supervisor and / or VR Supervisor will determine whether to transfer the case to a VR Counselor.
IL Limited Case: Objectives Set - Met
Individuals choosing limited services set one or two objectives. Teachers provide training appropriate to those objectives, such as training in communication guides, marking appliances with tactile indicators, assisting with library services, newspaper reading services, exemption from directory assistance charges, etc. Teachers will track progress and determine whether the objective has been met. A system of statuses allows a Teacher to determine where a person is in the process.
The following statuses apply to Limited cases.
01: Limited: In-Progress
27: Limited: Closed Successfully
29: Limited: Closed Unsuccessfully
Limited cases do not require the completion of an application or eligibility determination. You may complete an authorization for a Limited case.

ILRP or ILRP Waiver - Statuses
Those individuals who apply for and are determined eligible for substantial IL services can choose to develop a formalized Independent Living Rehabilitation Plan (ILRP) or choose the Waiver (ILRP - Waiver). Individuals on an ILRP or ILRP Waiver will set IL goals. The Teacher and individual will decide on the services and training needed to meet those goals. The choice of whether to complete an ILRP or ILRP Waiver will be made at Status 10. (Individuals choosing the Waiver will not have criteria for review; however, their progress will be tracked through the system of statuses.) For the majority of clients, it is reasonable to expect that they should complete their IL goals in two years. You should talk to individuals with that time-frame in mind. However, some individuals will require longer periods of service. Take this into consideration when planning services and taking an application. (Those individuals who need more time to meet their goals can complete and sign a waiver extension.)
Statuses are used to track a person’s progress through the process. Each status indicates where a person is in the process. Status 02 is the applicant status. A person remains in applicant status from the time he signs an application for services until he (1) has been determined eligible for services (Status 10); (2) is determined to be ineligible for services (Status 08); or (3) discontinues the rehabilitation process without being determined eligible (Status 08). As a person meets the milestones or criteria that mark a new status, update the client’s record to the appropriate status.
